Each flag is actually an advertisement. They tend to advertise only for the matches containing the most popular or highest-ranking sumos. Whichever sumo wins that particular match takes home 1/3 (I think) of what the advertisers pay. For the most-advertised match of the day, the winner takes home the equivalent of about a one-year wage for me. That match lasted about 15 seconds.
